The portrait is lifted, enough that the water on it might get the cooling feeling that comes before it starts to dry. It's a lie. A false promise. A few seconds of relief are allowed before Will promptly turns the portrait and puts it in sideways, propped just so the water reaches up near his angry, angry jaw and no higher.
